If it is an auto, is the trans shifting correctly? If the transmission is shifting then problem is either the instrument cluster PCM speedmeter output or wiring from pcm to cluster. If the transmission is not shifting then it is either the vss sensor on the transmission tailhousing PCM not reading the input from the vss or a connection. If you have a scanner check to see if the PCM is seeing a speed input if it has this imput then the transmission will also shift. If you do not have a scanner put a digital ohmeter on the ac scale and go to the vss sensor on the rear of the trans with the car jacked up and plug the ohmeter into the sensor and see if it will generate ac voltage when the wheels are spinning. If it does not the vss is bad. All of this information is only good if it is a fourth gen car with a electronic speedometer. I
