Since I bought my car over the summer, my power steering pump is really noisy and whines noticeably at about 1/4 turn and more. You can kinda hear it from inside the car with everything turned off. I've kept a close eye on the fluid level, and it doesn't leak and the steering doesn't have any hard spots. The pump is just noisy. One of the maintenance receipts I have from the previous owner indicates he had the power steering fluid flushed at 57k miles.
