Default Muffler Inlet Question

Just a quick and probably stupid question....if I am going for a 3" inlet on a hooker muffler but I have one with a 2.5" inlet can I have the muffler shop expand the pipe to adapt to 3" and still receive the same gain as I would with one that has a 3" inlet to begin with? I was just curious if the inlet/outlet only had to deal with the out diameter of the pipes and nothing internally in the muffler. I am probably confusing myself but needed some help.

I'm sure the muffler shop could flare the inlet to the muffler, but my guess is that it'd be easier for them to just use a 3 - 2.5" reducer to make it work.
