No, you cannot reuse the stock header gaskets. Get new ones, and it's best not to get the paper ones that usually come with the headers. Why get an ORY when you will put cats in. Depending on brand you can/cannot do that. Most won't have room but some you can. You will not NEED new header bolts, but I would advise it.

ive read somewhere that with the TSP ory pipe you can weld cats in. if i had 200$ more to spend i would get a catted y-pipe but i was just going to get 2 carsound cats and put on it. where is a good place to get gaskets and locking header bolts? and where can i find carsound cats for a good price? or is their any other cat for pretty cheap i could look at?

You can reuse the stock gaskets, just make sure that they look good before you put them back on. But its always a good idea to pick up some new ones from the delearship. Also like 777 said, dont use the paper ones!

Carsound cats aren't cheap ($100+ a piece), you would be better off getting the catted y-pipe. I don't remember the 98 header gaskets being metal, however I still think it's a good idea to get new ones, they aren't that much and it is cheap insurance for piece of mind. I'm prone to having everything new. I don't like mixing old stuff with new stuff. No need to ge locking bolts for the headers. You will be fine with a new set or reusing the old ones. Just make sure you check everything gaskets, bolts, etc..for wear before reusing them.

Reusing gaskets is always a gamble. For something like headers I don't like to do them twice if I don't have to.

the 98's had steel gaskets.(multi layer steel I believe)

I recently installed headers, and used felpro paper/steel gaskets.
