Default Cutting pipe?

I have a cutout and I was wondering if I were to install it myself, could I cut the pipe and everything while it is still on the car? Also, would it be safe to use exhaust clamps until I have the cash to have it welded? Not much of a mechanic so just some simple questions! Thanks in advance!

When I did mine I just took the exhaust off made it a lot easier to get everything to fit perfect. Im sure if you loosened the exhaust you could get it in w/out pulling the whole exhaust off. And I just used exhaust clamps and I didnt have any problems with leaks
