how can I tell if my throttle body is opening 100% when I put the pedal down?

Do you mean opening 100% as seen/reported by the TPS sensor (electronically) or the actual TB blade opening fully (90*) in relation to the TB bore (physically)?

If your talking about % as seen by the TPS you need a scan tool of some sorts. If your talking about if the blade opens fully you'll just have to eyeball it. I had to grind about 1/16" off the bump stop to get mine to open fully.
