Exhaust Gas recerculation. Takes exhaust gases and feeds them through the intake to be reburnt. This was done away with by switching cams to meet emissions standards on the 01/02 modles. Depends on how your state does emissions weather you can delete it or not. Check your local forum and ask there.

Can you pass a sniffer test, maybe...since you're mostly stock. The EGR is actually designed to recirculate exhaust gases in the combustion chamber to reduce temperatures since exhaust gases will *not* re-burn. This reduces the various oxides of nitrogen emissions. The valve itself opens under cruising conditions. If they put a sniffer in the tailpipe and ambient temps are high, you could run the risk of failing on the rollers since your PCM expects the valve to be there. If you had the LS6 intake which is why later models didn't have the EGR, and the PCM was calibrated correctly, you *could* pass just fine.
