Default Gutted cats...do they rob power
If I leave my gutted Random Techs on there when I get a new exhaust built, will take any power? Troopers sometimes look under the car for them, so...

Not at all, I have seen people run a pipe through them though.

I cant see the turbulence hurting you any more than the cat element, but like the others said, you probably wont gain anything other than some added exhaust volume.
