did it break flush with the block or is there some still sticking out? If there is any still sticking out then take a hammer and a punch or screwdriver and tap it towards the center until you can get a pair of needle nose vicegrips on it and try pulling it that way.the only other option that i can think of right now would be to either drill it out or try knocking it into the oil pan and then use a magnet to try to get it out of the drain hole, or of course there is always pulling the oilpan and doing it like that.

Same thing happened to me.
I got an ease-out, tapped it into the tube ever so slightly to make it bite, then started twisting the broken piece. After a while, I started to apply some outward pressure while still turning. After a few minutes it popped right out.
Mine had about 1/16" sticking out of the hole at first. I grabbed it with channel locks, put a socket on an extension, stuck the socket under the channel locks which were clamped down, then whacked the extension with a hammer. All this did was chew up the piece hanging out. An ease-out is what you need.
I'm assuming you're installing headers? If you still have the manifolds, take them out for more room. You can also drop the starter to gain some more acess.

Good idea! I forgot about an easy-out

I would get a hard wire like from a car attenna and bend it to a small L shape and stick it in the hole and pull it up from the bottom to get a bite on it with needle nose vice grips.

Ever think of trying and expanding anchor? Like the lead ones. Probably a 1/4" one. Shove it in there, screw down the screw until it expands really tight, then use the head of the screw to twist and pull it out. Just an idea!

Try a long drinking straw or a couple put together. If you can force the broken end of the dipstick into it slightly it should pull. Just an idea.
