Does the TSP catted y pipe hang any lower than the TSP ORY?

Just by the designed nature of a catted Y, I'd expect the cats themselves to be maybe just a bit lower.

but would the cat hang lower than that really low point by the floorboard?

The cat doesn't start untill after it has passed that low spot. I can imagine the clearance shouldn't be more than 1/2" worse that the un-catted one.
