Why are only the tops welded.

Why are only the tops welded. I was recently looking at some headers and noticed that only the top of the headers are welded together. Why are the headers welded like that? Here is a pic I got from cobrakillerta's thread. There are American Racing headers.

I think they weld em there just to hold the flange to the tubes then weld em on the inside.
