installing aftermarket catbacks

installing aftermarket catbacks
2 questions:
car is a 99 LS1 A4
i'm anticipating getting an aftermarket catback in the near future. i was checking out the condition of my stock catback and noticed that the clamp where the stock catback connects to the ypipe is rusted beyond belief. do you guys find that this is common? my car is a 99 but it only has 35,000 miles on it.
for those of you who have ran into this would you recommend just cutting up the bolt to get the clamp off, or soaking it?
Also, when these catbacks are installed, do you guys typically weld them up when you're done, or just leave them bolted and clamped.
on my v6, i had everything welded.
