Default Torque question

On a 2002 LS1, the manual calls for 132lbs of torque for the water pumps bolts in step 1. But it also shows 22 for step 2. What does the second step mean? (sorry rookie here)

132 inch-Lbs(11 Ft-LBS) first torque step, 22Ft-lbs second torque step.

DO NOT DARE TRY TO PUT 132 FT-LBS ON THE WATER PUMP BOLTS.

Well, I think I understand why you say "DO NOT DARE TRY TO PUT 132 FT-LBS ON THE WATER PUMP BOLTS" I just broke one of the bolts off in the block Damn! I guess I should wait for an answer on learn what I am doing. Now what?

LOL, thats all i can say. nothing that threads into the block takes more than ~30ft-lbs for the most part, keep that in mind for future reference...
