Default Idler Pulley Questions

My belt got destroyed because pulley was dead, bearings showing etc . I bought a new pulley.

I have 3 pieces as shown in the picture:

pulley, front piece and back piece..and the bolt of course.

I tighten the bolt down and the pulley will not turn by hand. I tried the back dustshield both ways, not sure what the problem is here. When the pulley is off it works great.

Is this on an LS1?
If so I don't see how it could be stopping it unless you got a big washer on it or something. I've changed my pulley twice over the years and not had any sort of problem. The bolt head tightens against the side of bearing, no realy way it could stop it. Maybe they sold you the wrong pulley.

Some of the newer pulleys are made a little different. Check the clearence in the back. Some touch a little.
