Default Best way to remove TB epoxy?

What should I do to get rid of the epoxy on my ported tb? Screw driver? Sand paper? I bought the car with this on it and would rather avoid idle complications than have the epoxy.

That's why...the epoxy looks like it's seen better days. Kinda a yellowish-orange and starting to chip off around the edges.
