Cat-backs have absolutely NOTHING to do with emissions. Catalytic converters are what filter the emissions gasses. Mufflers and the exhaust piping do nothing to stop the gases.
So yes you can pass inspection with true duals, assuming you have stock manifolds and stock catalytics. If those aren't stock then you may have a hard time passing.

It depends on who's doing the inspection. Technically your exhaust has to exit from the rear or the side of the vehicle. But as with anything else it's not what you know it's who you know, so yes they could pass inspection.

Just depends on the inspector. According to Texas Law it is required to have cats and muffler exiting behind or near the rear axle. So it depends how committed the inspector is towards the law! You may pass or not, but don't sweat it somewhere and someone in the houston area will pass you!
