Volant CAI makes annoying whining noise?

Volant CAI makes annoying whining noise? My friend has a 02 Z28 and it came with a volant CAI( i think thats how you spell it ) already installed. His car makes this low whining noise when driving, and I said that I believe its the CAI. When its idling and you pop the hood, you can hear it sucking.
Am i probably correct in my assumption that the annoying whining noise is probably the volant kit, and that if he dosnt like it he should change it out and get a simple lid?
It kinda sounds like a really wimpy blower is on there, if that helps at all.
