Default turn down volume

Would a turn down at the end of a cutout make the sound louder inside and/or outside the vehicle? How would this sound change in terms of quality (ignoring volume?)

turndowns, if you point them at an angle away from the car will make it quieter inside the car but louder outside the car to anyone in the direct path of the turndowns exit. If you point the turndown straight down into the ground will tend to bounce the sound off the ground and back up into the car but may keep it quieter to the outside world.
