Default What is this fuse for ?

I tested all my fuses with a light tester. This one came up bad that I have circled in red. The fuse is good but when it is plugged in I get nothing. When I pull out the fuse and test where it plugs in at nothing. What is this fuse for and what should I do ? It is a small 15A fuse.......is it for the starter ? would that have anything to do with my tranny not shifting right ? There were some square metal fuses I have not tested yet, tomorrow I am taking a Multimeter and checking them out.

looks like the starter but lol no motor circuit only has a current of 15 amps so maybe its for the control circuit... idk id take it out and see if you can turn over your engine. how are you using the multimeter?
