How do you know it is not on far enough? It normally looks like it is sticking out a good bit, even when it is seated properly.

well the balancers require a little help to go on like from an impact or a balancer installer. and deeavi is right it does appear to stick out a bit even when on correctly. might want to look at a stock one for reference. a timing chain change shouldnt affect the crank pulley as long as it still fits behind the timing cover.

You have obviously got an obstruction! I had an old style small block chevy do that to me once. The balancer had a bad spot in it and it just peeled back as I pressed it on the crank. It got to a point where it just stopped. Had to pull it back off and file down the bad spot.

Pull it back off and check everything out. There has to be something on the crank or in the balancer.

I used a little propane torch once to reinstall a stock pulley. I just heated up the center ring really well making sure it was equally heated along the circumference of the inner ring and it slid on like butter.

This guy beat me to it or a torch, better yet! Use alittle anti size on the crank and soon as you get the pully on, hose down the pully really quick so as not to transfer all that heat to the front of crank & seal. Antiseaze is just so when cooled it doesnt freez to the crank !

Put the crank pulley in the oven on 300 degrees for a few minutes, it will expand and basically slide right on the crank with no pressure whatsoever. Done this on several LS1's and mustangs and never had a problem.

be careful though, I read somewhere that some of the underdrive pulley's are not machine properly for the use of a double roller! Make sure you have one that has been machined properly!

It is probably just the fact it will not slide onto the crank snout itself, but keep this in mind:
