Why not? Because it just doesn't. I've installed an underdrive pulley on three different F-bodys and I can tell you, the ONLY time it makes any difference at all in steering effort is occasionally on an A4 when the idle speed happens to dip too low while makeing parking lot maneuvers. This is rare, only with an A4 that has as stock idle speed, and only for an instant.
Point being, even with an underdrive pulley, the power steering pump is turned plenty fast enough to produce adequate power. To truly change the steering effort at all times, you'll need to change the physical gearing of the steering. Wider tires also increase the steering effort a little bit...but nothing noteworthy. Even then, it's only noticable at low speeds.
