Nope, wont have any effect on HP, but could cause extra stress on bearings. Would be wise to fix the tensioner. you could try a shorter belt, feel how tight it is, if its no tighter than what a working tensioner would do, then all should be fine.
If the belt snaps, you loose the alternator, power steering and water pump. The oil pump is run by the crank, so that will be fine.

When I was going through my belt issue, I did a search for 4060755 and 4060760 in the External Engine forum. I didn't find anyone having any issues with the 75.5". My 75.5 was a little tight to get on, but I got it on by myself holding the wrench with one hand and putting the belt on with the other. Not like it's pulling that much more on the tensioner, but still save up $125 for the Katech Adjustable Tensioner. That will be on my Christmas list this year for next season.

Exactly - it's smaller, but the tensioner's spring is still acting on it "normally"
