Default Cam Power Range

I'm trying to figure this out...Lets say a cam has a power range of 2300-6800, does that mean that the car can't dip below 2300rpms? For example, can I not cruise in 6th gear on the highway with the rpms at about 1500rpm? Will that damage the engine, or will it just no make any power?

btw, my car isn't daily driven, so that isn't a factor.

You can run it below those rpms just fine. Some times you will just get cam surge unless you get a really good tuner. I wont have much power at those rpms. Usually when you swap a cam most people have gears which will run at a higher rpm like say 2000rpm or so.
