Default l92 heads ?
Will the l92 heads work on a 98-99 ls1 block with the proper head gasket ?

No the bore is to small. A 4.00 bore or more is required.

No-you need at least a 4" bore to use the l92 heads.

4.000" Bore, get you a 6.0l Iron Block, or an LS2 Block.
