PCM reprogramming

I got a tech 2 and gm global connect access does any one know if they made a v8 powered manual trans Silverado or sierra with out fly by wire. I tried programming with an 2002 truck vin but the pcm wont take it.

Thanks, unfortunately i am used to the LT1 section everything is just thrown into one forum
