Default Starting? Have fuel and spark...

Friends 1998 ss, we just bought the car with rod knock , swapped in his motor ls1 mods are as follows, the problem is the current motor (WILL NOT START)

Stock ls1 intake (for now)
Stock heads
Scorpin blue Roller rockers with DUAL SPRINGS with pushrod combo
Stock lifters
MS4 109LSA
long tubes
MSD wires
Automatic 4L60e stock (we believe)
stock starter

The vehicle cranks somewhat normal until we wore down the battery. we first tested to make sure we had fuel, rails are priming correctly, I then tested a coils by grounding to ensure spark... both are appearing normal. the vehicle does not sputter, it simply cranks, the lifters were new and no oil pressure was primed. Is this our problem? are the valves just not opening allowing air into cylinders? it does not appear the rockers are moving (cannot fully see we put on the high rise covers)? however I made sure the plug on the rear was in and the ring is properly set on the pick up tube. I have started previous motors and in a matter of secs the oil pressure came up to 50 or so psi.

any suggestions would be helpful, does anyone else have this issue with dual valvesprings on a freshmotor? If you have any questions feel free to ask.

yes the oil pressure should come up immediately. i just did a head/cam swap and after the first 3-5 seconds the lifters stopped making noise and the oil pressure was back up to normal.

did you make sure you didnt crack the Oil Pressure Sending Unit behind the intake on the block?

I think you may have misunderstood, its not a oil pressure issue right away that im trying to figure out, its that i have spark and fuel, but I dont have a vehicle (START), it just cranks...I assumed oil pressure maybe the problem because i thought maybe the dual springs take more pressure to open allowing air into the cylinder?!?

We are using a 2000 block but it shouldn't make a difference I swapped all the sensors over off the 98, which the only sensor I thought that was different was coolant temp sensor? 2 wire instead of three, even using 98 coils.

Is there a way to prime your lifters? Is the valve opening at all or will the mechanical pump un collapse those lifters... Because the valves are all closed I'm thinking the fuels is just sitting behind the intake valve?

easiest way to see if you are stocking up on fuel, is pop off the intake and check. or you could pop your valve covers and have someone watch the rockers for movement when you crank over the engine.

Just because the fuel rails are priming, doesn't mean the injectors are firing. i would double check your crank and cam sensors.

and you swapped the cam and crank sensors too? the 98 PCM's are funky. they like what they are used to.
