first thing to do, would be to call the builder, and ask them what oil you should be running.

the only chevy's i've built have been the 454 in the car in my sig.....that ran 80 cold idle, 35 operating temp idle, and was around 80 going through the traps with the throttle firewalled.
i built a small block 400 for my old 70 c-10 4x4. that ran about 65 cold, in the 30's warm idle, and avg. around 45-55 cruising down the highway.

most all of the fords i've built have been similar.

again...most important thing. find out what the builder recommends.

13 psi, sounds like you have to much clearance between your bearings. you should not be running 20/50 oil unless you are racing the motor all the time, the motor has to work harder and the to oil all the parts.

check the o ring into the pump as mentioned also check the retaining plate on the cam and make sure the seal on it isn't leaking oil out of the galleys also check the barbel plug and make sure its not broken and is sealing........it could possibly be the clearance on the bottom end causing it if it was built very loose......anything over .0032ish on rods and mains and the engine could start to exhibit these symptoms espicall if oil flow volume isnt there.......however keep in mind the myth that you need crazy oil pressure is not true......at 8000rpm i have mine at 55psi and after numerous inspections the engine and bearings look fantastic after heavy usage.......higher oil pressure than necesary is power loss.......

Def check that oring! I know there are different colors too...as far as oil I have heard nothing but bad things about Quaker state! I know oil is a person to person preference but everyone I know call it Quaker sludge! I'm sure the oil brand has nothin to do with oil pressure but I figured I'd tell you what I've heard! Also seen some testing that was less then favorable for Quaker state.

Get info from builder. Like mentioned above, check oring and shim the spring in the pump to raise pressure, but who knows what the hell is in there now. Get the info on ur motor.

Your Fram filter could be bad also, they are known to clooapse and cause psi issues, and why are you running quaker state? When I bought my 98 the oil in it was cheap bulk 10W 40 and a no name filter. When hot it was around 20 psi idling and around 30 cruising. As soon as i switched to Mobil 1 I went to 30 idle and over 40 cruising. So try a change
