Default VERY WIERD lifter/ valvetrain problem

So i just got my 67 nova (6.0l with TEA stage 3 heads) fired up and started tuning, Well this week it started back firing out the intake so i took the valve cover off and saw my #1 exhaust rocker arm was loose, so i go to tighen it down and it moves the valve open quite a bit. so i take it back off and notice that the pushrod is sitting higher than all the rest. I made sure it was on top dead center and still sittiing about 1/8th inch or more higher than the other pushrods. I check to make sure all the psuhrods were the same also.

Could i have a bad lifter thats sitting too high or something wierd like that?

Or even the retaining clip in the lifter came loose and inside came up higher?

I dont want to pull the head off to check the lifter if its not that.

Its almost like #1 exhaust cam lobe is bigger than the rest of the lobes, which i highly doubt

BTW its a EPS single plane cam.

Yup the lifter was frozen in the upper preload postion. so i took the heads off and replaced the lifter. Ill have it back together by tomorrow. and running again hopefully.

The hole in the lifter must have been clogged as soon as i took it apart and cleaned it a little i could push on it. So hopefully the new lifter is better.
