Do you already have the 317 heads ? 317 heads on a 5.3L is going to be a very low compression motor.

If im thinking right, most people were getting around 8.6:1 compression.

Cool, my 317 heads with a 3.905 bore is around 9.1 : 1 compression and I wouldn't go any lower for street driving.

To your original Q, I would go with a hardened push rods and a good spring, might even want to go double valve spring. Boost will eat up a weak valve train.

7.4" should be fine but you may want to buy a push rod length tool, to get get it right on.
