If you're never going full throttle on the vehicle then you'll be ok with just tuning off the OEM o2 sensors.
But if you ever plan on going full throttle, then you need a wb sensor to monitor AFR there. The OEM o2 sensors will not be able to read your fueling at that point.

It applies whatever the last positive LTFT trim was.
Learning is done only when trimming to stoich can be done (in Closed Loop)... going to WOT enables PE fueling which moves away from stoich.
