20 psi oil pressure

20 psi oil pressure just installed cam, lifters, pushrods in an avalanche. started it and found oil pressure at 20 psi. when you give it gas, it will jump to 40 and run to 60psi like normal.
thought i messed up the oring on the oil pump. removed it and installed a new melling pump with new oring. same results.
i do not know what psi was before installing cam.
what else could it be.
