can it be resleeved and bored to a 4.129?

Yes and no. Gen IV are a go and what many use as a cheaper starting point to have ERL/RED create a big bore stroker. The Gen III I have seen done, but most advise against it due to block structure with the windows. If you're going to use a Gen III aluminum block for a big bore stroker application, the LS1 is the best bet.

I have a buddy who wants to build a 427 for his grand prix gxp. So my really only choice for using a block is his 5.3

That block is somewhat different than the other 5.3L blocks since its a FWD platform. Give Sean @ ERL or Steve @ RED a call and see what they would recommend.

Keep in mind, you may not need go that large of a bore with the aftermarket sleeves. With a 5.80" long sleeve (vs the ~5.58" long stock sleeve), the 4.100" stroke stuff is more reliable opening up the 4.070" bore 427ci combo.
