I have a set of dual valve springs and when going to install them on a stock 317 head I notice the inner spring sits high as there's a shoulder at the bottom of the spring land. I'm assuming that this is incorrect? Wrong inner sprin diamter? They fit stock ls1 heads with an inner diamter of .675 or something. Thanks.

did you change to the correct valve seals?

Valve seals are right. The issue (or perceived issue) is these heads have a shoulder at the bottom on the valve guide which the inner springs perch on and don't go all the way down to the spring seat like the outer springs do.
