Default LQ4 JY build help

Bought lq4 from local JY being told its a running motor . Tore it down to find some nasty cylinders and watered down rusty intake valves. So now my budget build has turned into a complete overhaul... This set up is going into a 99 SS n/a car for street strip use. I'd like to raise the compression while I've got the chance. Would I be better to swap my 317 heads for 243/799s? Or lq9 pistons? I don't have alot of budget left now due to having to send it to machine shop, new gaskets, bearings and such. So $$ friendly is better for me. Thanks...
