Default New Head Bolts w/ Removing head??

Ok my buddy has a 99 F-body, did the head swap and i don't think he torqued the bolts right, cause I went back over them today and 3 on the passenger side I turned about 20* more and 2 on the driver side.

My question is can we swap in new head bolts w/o a gasket change? I thnk if the gasket was messed up we would have more problems, like coolant out the exhaust or burning oil and all the other possiblties, but since the car only has about 4k on since the head swap I'm not worried.
He already ordered new head bolts and they should be here Monday, so I was goin to do it Tues after work so he could take the car out this weekend.

So, how are you verifying that his tq. angle specs were off? Did he mark the bolt heads and you're seeing that they are not all lined up correctly?

no because when i went over them all the marks where in the same direction, but on the pass side, # 3, 4, 2 all turned another 20* or so w/ me pulling w/ moderate force, the rest i could barely budge
