i'd say 15-18rwhp.

98 + a4 + no supporting mods + big cam = no power

Yep... finish your bolt-ons, then go after the cam.

doing the cam now because im in the engine and it would be a misallocation of labor to do it later. I'd love to do the bolt-ons first, but that would just be wasted energy when I did a cam later : /

So full exhaust and a ls6 intake is worth 70-80rwhp? I didnt think the stock intake and exhaust was THAT restrictive...

A good cam w/ a good tune can give you that much of a gain IF all the other supporting mods are done first. Hell I gained 30hp from my "crappy" hotcam and Predator tune.

well if a cam is supposed to give you say 100hp at the wheels. (which is what an agressive cam is supposed to be), then that means if it only gives you 15-18hp that headers and intake would yield a gain of 85hp!!!!! That's just ridiculous.

Well, its not the headers and intake alone that would add that. The engine have the ability to breathe more air than stock, therefore the stock manifolds would become much more restrictive when compared to what the engine could be breathing.
