I have my limiter set at 6600 just for the fact that i want my shortblock to survive for awhile. Many spin it quite a bit higher, but you just have to accept that it will signifigantly shorten the life of the motor if you do it often.

Bottom end can hold easy 550 + hp at the crack and more....
You can spin you car after spring, pushrod etc upgrade to 7K, but it may/could cut down on thw life of the springs etc.. I have my top end upgrade and still have my limiter set at 6.6K.. I too want my block to last for quite a while and I'm not looking for max power- at this time.

If you are lokking to supercharger, turbo or spray more than 150 shot, then a bottom end rebuilt would be prodent..
