Default Is there a freeze plug that is behind the timing cover that causes lost oil pressure?

A friend of mine just got his motor back from machine shop, all new shortblock with forged pistons. He starts the motor and it runs 20 seconds and never got oil pressure. Pulled it apart, found a freeze plug missing behind oilpump/timing chain area. Put it in, had full oil pressure instantly. Why would this freeze plug be missing from machine shop? he spun a rod bearing 100 miles later, and machine shop refused to pay for it........

Was it a new block?

I don't think new blocks have the freeze plugs in them.

Yes there is a freeze plug where you are describing and I have heard of that happening before.
