Default Torque specs on Dual Springs

I was just wondering if the torque down spec of 22ftlbs is the same when your installing dual springs vs single springs?

Yes,torque them to 22 ftlbs.

I have heard after torquing them you should turn the motor over and retorque them so the rockers that had pressure on them before would have no pressure on them the second pass. That way spring pressure doesn't affect the torque readings, so double springs wouldn't affect the torque readings.
