Default Lifters: Plunger Travel?

I bought a set of used Melling lifters from Futral. Most of the lifters seem to have a good 1/8" travel with pressure from a single finger. Some of them have alot less travel, and some of them I cant even budge with alot of pressure. Is this normal?

mine were the same way on both sets. I am on my 2nd set now. I cant seem to get lifter tick gone. They will be quiet for a few weeks, then it will slowley come back.

Some are filled with oil and some have leaked down. I bought an engine that hadn't been used in at least a year and 14 of the 16 were still pumped up. There is nothing wrong with what they are doing.

Thanks guys. I was able to get them all to bleed down after putting them in the oven at 200 degrees for 10 minutes. I want them to all have the same travel as they are going in a new motor and I need to set lifter preload with my Jesel's
