Default Timing Chain Question?

I was in the middle of changing my cam and valve springs yesterday and when I took the front cover off the timing chain was pretty loose. You could move it about 1 to 2 degrees. I went to autozone and got another one and when I put it on it was just as loose as the original. Is this how they come from the factory or did I get a defect from autozone? thats pretty sad if thats how they come from the factory. Also Is there anyway to put the oil pickup bolt back in with out dropping the oil pan?

some slack is good, and you have to drop the pan a little to get that tube/bolt back in.
