You won't hear me say this very often, but do the cam first. You will see better gains.
Aside from that, if it is actually stalling at 2800, as you add more torque, it will stall higher.

I had a very similair cam in my daily driver for a period without a tune. Drivability was a nightmare. It died at lights, had a hard time starting, and all around sucked. However, if "awhile" isn't too long, it was something that I learned to live with if I kept my foot on the gas a little to keep the idle up myself. As far as gains, different cars have a tendancy to react differently to different mods. If your car's reaction is to run lean, then taking it to the track or looking for gains at all is a mistake and could be costly by way of engine damage. However, if it runs rich after the install, as long as it is not rich enough to wash the cylinder walls, you should see pretty good gains with it.

If there's any way you can wait and do both at the same time, the higher stall should help it to idle better. I did a baby cam first (of course I had the stock stall converter) with no tune. The car died all the time (aggravating as ****[not to mention embarrassing]) until I had the converter installed.
If I were you, I would find a repoutable shop that would do the cam and include the tune with the cam install for a reasonable price. If you look around enough, you should be able to find that. Good luck with your install, whatever you decide.
