Actually , the way it works is that you put piston # 1 on TDC and tighten the rockers that are on the base circle of the cam. I don't remember which rockers they are but it's the ones that aren't pushing down the valves. Then you rotate the crank 360 degrees and tighten the others. The reason for this is that the cam only turns 1/2 as much as the crank.

I've never heard of anyone doing that way, but it does sound like a good idea. This way you have less of a chance of stripping your rocker bolt holes because you are not trying to compress the spring with the bolt. I've always just tightened to 22ft lb.s, rotated, and re-checked them. I haven't had any problems so far......

I would prefer to use this method also, if at TDC cylinder #1, does anyone know which are on base circle and the rotation/base circle relationship?

Just push the pushrods down...you'll see which ones are on the base circle

This is out of the GM engine build manual. TDC fire, tighten exhaust 1,2,7,8, tighten intake 1,3,4,5. Rotate crank 360 degrees, tighten exhaust 3,4,5,6, tighten intake 2,6,7,8. This will stress the rocker bolts the least.
