Question What would cause engine to not go past 5K?

Buddy with a 383 LT1 dynoed last week, but the engine won't go past 5K. It should be able to go to 6500 with the cam and heads he has.

Today he measured the lift and it's only going to .400

With his cam and comp pro magnum 1.6's he should be around .580

Would way too short of pushrods do this? Incapable lifters? He miced the rocker arm and divided the lengths to verify a 1.6 rocker. He measured the cam today and it is correct.

Help?! Thanks

Thanks, I told him that incorrect pushrod length would have a large effect on the geometry.
