If the valve tip is still in the guide I would get a strong magnet on the tip and if you cannot pull it up with that alone you might be able to carefull turn the engine until it bumps the head of the valve to help it up the guide.
good luck.

this is a good suggestion....

also try to use an airhold to fill eeh cylinder up with air and pop it back up...this will only work if the valve hasnt dropped completely into the cylinder

Its my understanding that the dropped valve will hit the cylinder wall before the stem falls all the way out of the valve guide. That being the case, youre on the right track, slowly rotate the crank till the piston starts to push up on the valve, you may need to rock back and fourth on the way up so the valvestem doesnt bind up crooked. Removing spark plugs will make it easier to spin the motor, but probably not necessary. I dont know what stage of undress your motor is in, ut you may not want to get to the pasky #8 plug. Also, I dont know if a pen magnet would be strong enough as mentioned above, but it couldnt hurt to try.

You might try also the high tech approach of a bent stiff wire down the sparkplug hole...
Or even a rubber hose fitted snugly over the guide and connected to manifold vacuum on another vehicle.

With the stock LS1 (3.898") bore, the valve will hit the cylinder wall. With a 4.030", that ain't the case - guess how I know
