Default Low oil pressure new engine

Installed a NEW LS1 manufactured late 1998 and in crate til last week in my dads 99 C5.Can't keep oil pressure up at idle and only 30-40 psi at 1500-2000 rpm.
Is it possible for the pressure relief valve to be hung open from the factory and oil is by passing into the pan? Any thoughts would be appreciated.Three weeks without his car and I caught him looking at new Mustangs.aghhh

Assuming the oil pump is good/new it could be a bad O ring or a loose pickup.

We had to switch the pickup tube and the pan and I did not realize there was a o ring that was left in the pump. I believe it should be on the tube during assembly and I think we are sucking air and not allowing the pump to pull properly. Does this sound right? Thanks for the help.

Yes there has to be an o-ring on the pick up tube to the pump body. Tear it down & install one.
