I don't have a 383 yet (soon), but even with my H/C 346 Ijust fill it up when it is empty.

Could I expect to get at least 13-14 miles to a gallon in the city or is that not possible?

id say if you A) had a good tune and B) lept your foot out of it you could get stock or close to it.
