Default What is this? (sleeve) HELP

hey guys, I wanted to know if any of you guys would be able to tell me whats going on in that picture of the sleeve (sorry for the bad quality, phone) Its on a shortblock I bought and some how I misssed it whenever I was going over everything. In relation to the rest of the sleeve its not as smooth, but I can only really feel the difference in texture with my fingernail and I *seems* as it is higher than the rest of the sleeve, but I cant tell. i can't tell if its a stain from sitting in storage or if it is something that was caused during driving. The guy I bought it from assured me that it was in good working order when it was in the car (car got wrecked) and he seems like a stand up guy to me so I'd be suprised if he was lying. This is the 2nd shortblock I've bought, the first was sold to me and it was cracked, now this one has this, I'm going to be dang upset if this is going to mess me up. College only allows me to have so much spare money. Is this going to cause a problem if I install this shortblock? If its not a big deal then I dont mind, but I need to know so I dont make another money costing mistake. Please let me know what you think, I appreciate it. Thanks

Put some mineral oil on a rag and see if it wipes off.

I dont think its rust, but I'm pretty sure that it is raised as opposed to something being scrapped off. I tried the spirits on it and it didn't do anything, its weird, its shiny like the rest of the sleeve and almost just as smooth. Any other idea's? Is this going to be a problem if I install this block?

Looks to me like Dexcool when it gels up. Spray brake cleaner on a rag and see if it cleans up.

Could be piston side skirt coating and it looks kinda like piston slap wear.
