Default properly tightening rockers

i know that they need to be 22 ft lbs. am i supposed to rotate the cam to the baseline before torqueing so that there is no added resistance on them.

Torque to 22 ft lbs, rotate the crank 180* and retorque.

The service manual stipulates you torque those on the base circle at TDC, rotate one full turn (360*) and then tighten the others. At TDC tighten exhaust 1, 2, 7 & 8 and intake 1, 3, 4 & 5. After turning 360, tighten exhaust 3, 4, 5 & 6 and intake 2, 6, 7 & 8.
