properly tightening rockers

properly tightening rockers i know that they need to be 22 ft lbs. am i supposed to rotate the cam to the baseline before torqueing so that there is no added resistance on them.

The service manual stipulates you torque those on the base circle at TDC, rotate one full turn (360*) and then tighten the others. At TDC tighten exhaust 1, 2, 7 & 8 and intake 1, 3, 4 & 5. After turning 360, tighten exhaust 3, 4, 5 & 6 and intake 2, 6, 7 & 8.
