Default Opinions of what to do:LS1 rebuild or LQ4 short block?

I did a full compression test on my car. One cylinder had 90PSI when cranking. My car now has 136k on her, and i have always thought my bottom end would have been ok, guess not. But i want to build something strong enough for 425 RWHP and around 7k RPMS.

Should i rebuild my motor i have now? what parts if any should i reuse? i am not looking to spray, but if i should happen too, maybe a max of a 150 shot.

OR should i go with a 6.0L short block with new rod bolts and go with my build from there?

I am on a buget as always, but i dont want to do it halfass, i just want to have a peice of mind when i rev to 7k....

thanks guys on LS1tech you have always helped me along the way f me modding my car.
